Secretariat of Foreign Employment Board

Short Description

To promote foreign employment, make it safe, organized, and dignified, and to protect the rights and interests of both migrant workers and foreign employment entrepreneurs, the Government of Nepal has established the Foreign Employment Board. The Board was formed in accordance with Section 38 of the Foreign Employment Act, 2064 (2007 AD). To carry out its regular operations, the Board is supported by a dedicated Secretariat. The Board is chaired by the Honorable Minister of Labour and Employment and includes high-level government officials, representatives of foreign employment entrepreneurs, trade unions, foreign employment experts, and institutions active in this sector. Currently, the Board comprises 25 members including the Chairperson. The Board performs its duties based on the provisions of the Foreign Employment Act 2064, the Foreign Employment Regulations 2064, and decisions and directives issued by the Board. Its major functions to date include: providing financial support to the families of deceased workers, covering medical treatment costs for sick or injured workers, repatriating the bodies of workers who died abroad, rescuing workers stranded due to internal conflict or economic crisis in destination countries, conducting awareness programs, and operating safe shelters abroad. To implement these functions, the Board manages a Welfare Fund, primarily funded by contributions made by workers going for foreign employment, as specified by prevailing laws. With foreign employment contributing to approximately 23% of the country's Gross Domestic Product (GDP), this sector has become a pillar of the national economy. Therefore, the Board emphasizes the need for coordination, cooperation, and collaboration among workers, entrepreneurs, civil society, and all relevant stakeholders to ensure the foreign employment sector is safe, regulated, and dignified.

Achievement

Under this program, the organization has provided training to 257 youths—both male and female in different fiscal year—aged between 18 and 45 years, in various skill-based subjects in accordance with the procedures of the project. As a result, over 85% of the trained individuals have been successfully employed. Furthermore, more than 80% of the participating youths have passed the skill tests conducted by the National Skill Testing Board (NSTB).
